Gender Sensitive Analysis on Welfare-to-Work Policy: focusing on ¡®The Hope-Reborn Project¡¯

Abstract
The Hope-Reborn Project, as the Welfare-to-Work Policy, has contributed to help male and female participants escape their poverty by providing various job training and support services. In spite of these performances, feminization of poverty is being accelerated and it is needed to be checked that the Hope-Reborn project reflect the different situations of male and female and provide effective services to both of them. The main purpose of this study is to do gender sensitive analysis on the Hope-Reborn project. The analysis applied a logistic regression analysis on dataset over the period 2009-2011. The findings are as follows. First, the Hope-Reborn project has not provided effective services depending on gender different situations by taking gender neutral strategies. It is required to take the gender sensitive perspective on this project by considering the gender needs and different barriers to employment. Second, the most participants, especially women, had low-income¡¤limited jobs(called as a women¡¯s job) and it means that this project didn¡¯t succeed in improving women¡¯s poverty and reducing the gender discrimination structure of labor market. To provide the appropriate services to both of male and female, it is essential to reflect the gender sensitive perspective on this project and make continuous efforts to change the gender structure of labor market.
